Space debris: how to solve the problem of dead satellites?

With the growing number of governments and private companies capable of launching satellites, space around the planet is starting to become congested.

By some estimates, less than half of the satellites currently in orbit are operational.

So what can be done to prevent these broken machines from becoming a threat to the ones we still rely on?
